Guys, as Alexios07 and myself have noted, the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (HUMA)....(how do they get HUMA? ::)) tabled their recommendations for the overhaul of the Temporary Foreign Worker Program yesterday in parliament.

It states the government have 120 days to respond. Although I saw a news report this morning saying that McCallum and Mihychuk have said they'll act within 3 months...

Most interesting is their recommendation to uncouple CEC from Express Entry... which I know some of you have been suggesting these past few months

Ok, I just want to restate that this report is very important, as IRCC will use it to implement new changes in the Express Entry and the LMIA system.

The report is rather long, so I just skimmed it with important keywords like "CEC", "international students" and "Express Entry".

In summary, after 5 days of hearing, the Parliament is putting out 21 recommendations (Page 35) for new changes. As an CEC applicants, I don't really see any specific recommendation related to Express Entry at all. They only mention about CEC in Chapter 4 (page 21) and acknowledge a recommendation from a stakeholder that IRCC should separate the CEC stream completely from Experess Entry, so ELIGIBLE former int'l students will have a better chance to apply for PR (page 23). Again, this is not an official recommendation from the Parliament.

Speaking of the Express Entry program, witnesses recommended that fixed-term employment contracts and permanent work contracts be allocated the same number of points, and that the Canadian Experience
Class be decoupled from Express Entry
in order to allow international students greater access to permanent residency
Another important recommendation is that they propose to recognize all fix-term contract, giving full points for these contracts, It means we can use one-year work contract instead of a permanent one.

RECOMMENDATION 19

That Immigration, Refugees and Citizenship Canada reform the Express Entry program to allow for fixed-term employment contracts to be allocated the same number of points as permanent work
contracts, where there is a strong likelihood of continued employment

Perhaps that means McCallum is free to do what he likes with Express Entry

I'd be surprised if they act quickly on this. I think McCallum will have to look like they've carefully weighed the pros and cons of the recommendations and objections...

Even if they already know exactly what they want to do I think they'll delay the announcement until a 'suitable' time has passed.

Hope I'm wrong though...

120 days are 4 months. That's way too long for us. The thing is the Parliament is pretty much controlled by the Liberal party as well, so the only issue is some of the Liberal MPs are not totally onboard with the idea of receiving more economic refugees in the next three years (like I posted in the other thread). As a result, this might jeopardize the whole changes for Express Entry this Fall.

The solution would have been, and continues to be, simple. Minister McCallum can by simply issuing a Program Delivery Update through the IRCC website let post-graduate work permit holders who are in Canada and who are in the Express Entry pool obtain bridging work permits to bridge the gap between the expiry between their current status and when whatever changes the Minister plans on bringing take affect. To do this all that would have been required was a simple update to the IRCC website. I cannot think of what the downside to offering such relief to international graduates would have been.

Most international graduates understand that Canada needs to set its immigration targets and manage its permanent residence intake as the government best sees fit. What I have observed, however, is that international graduates are becoming extremely exasperated with a government that is promising sunny ways and relief for them, but only in a few months.

If they allow all the PGWP holders to apply for bridging WP, those who are already working in Canada until the changes are finalized, then the bridge wp will give them more time to work here which inturns give them more points in EE.

However I want the change to happen soon for good... i also want all the other people of the forum to get the ITA.

From what i understand, If CEC applocants get out of EE system and form there seperate que, FSW applocants will then have much higher chance of getting an ITA and the scores will drop drastically.

Correct me if i am wrong here guys !

This is a valid concern.

That's true. There will be no competitors for FSW anymore, but I think that's not a sound solution. Everything should be processed through Express Entry.

I concur. The EE process system makes everything so much easier. I am more for separating draws for CEC and FSW, potentially PNP considering they might move Paper PNP processes to EE system (This is still in rumor stage)

OMG i dont know how to react to this new ! it sounds positive but im not able to determine where do i stand during this transition. Quick recap of my status: me & wife both were students and our PGWP expired in may 2016 so had returned to home country. Both have over 1 year canadian work experience myself (1.7) wife (1..8). EE 425 points. Can any of the senior members comment on my situation ?any idea or thoughts will encourage us at this point. Feeling extremely frustrated and disappointed :(

It's really up in the air. I know that's not what you want to hear, but there's just no way of knowing at the moment is they will backdate the extra points for international students or whether it will be for Canadian qualifications from this day forward.

I have no idea where I stand myself either... it's just a waiting game

Your case is one of the casualty that caused these new proposals from the govt, my take is they should give PR to those studied and worked here first and then move on to FSW. It doesnt make sense giving out PNP to some FSW candidate who is in no way related to Canada so far, but sadly thats how it works

yes you all are right ! every 30 minutes i check this forum , hoping some one will post a miracle that contains news about reforms :(
We are just trying to keep ourself motivated. I know for many the immigration is not a big deal, but for families like mine have planned life depending on all these factors. As some of you have mentioned it is a waiting game ! all i an do is pray n hope !

We are on the same boat brother. The only difference is that I am still in Canada but my PGWP expires on Dec 12th. Standing at 458 Points atm
