Yes, Ismailhiggy is right.
You can only apply in Riyadh if they have a valid Saudi Iqama, and Saudi Visa. As these are documents that have to be enclosed in the Application Package.

Just came to know from the Embassy that the average processing has changed from 6 weeks to 8 weeks.

I called the Embassy phone no in the website. Went to the visa & immigration section and then it was the auto generated voice mail information that "now student and worker visa average processing times is 8 weeks"

No update at all and i submitted an inquiry today and i will see what is the reply from the embassy.
