Check the LMO there must be a requirement for English for a job like you are offered. And you must prove that you meet that requirement. And that can be with IELTS or in some other form acceptable to cic.
 
Following is the copy and paste visa officer's notes from GCMS notes that was applied for refused food counter attendant's work permit application.

"LMO requires no formal education but does have oral and written English requirement. applicant has not submitted Ielts or Toefl."

IELTS and TOEFL requires for food counter attendant job - WTF? - perhaps only in Canada...

The Email id is "re-riyadh.visa@international.gc.ca" .
I know its a bit confusing and also this email id is not mentioned in the website as well. I got the email id from the AL FIFA Guys when I applied earlier.
So just email them on Saturday first thing in the morning by 8 am Saudi Local Time. By 3 Pm should reply back to you as I also used to get replies from them between 2 pm to 3 pm only. If you send the inquiry by 8 am, they should reply back to you on the same day or max to max the next day.

I am applying in KSA and i did not do IELTS test.

Kindly go to http://www.cic.gc.ca/english/resources/manuals/fw/index.asp
download FW1 and watch sec. 8.3 for language

IELTS is not required for Temp work permits. Especially for skilled category Arranged Employments.
My Lawyer didn't ask me for that so I don't think it is required.

Did any one heard that the IELTS is requested by CIC from job level 0,A and B.
I my lawyer about that and she advice that requesting IELTS can be possible for low and semi skilled workers.
I heard from FCA and truck driver that the embassy requsted IELTS from them recently (only few applicant not from all).
Please advice.

In the document it is clearly mentioned that "Immigration officers should not limit their assessment of language, or other requirements to
perform the work sought, solely to those described in the Labour Market Opinion (LMO).
However, the language requirement stated in the LMO should be part of the officer's assessment
of the applicant’s ability to perform the specific work sought because it is the employer's
assessment on the language requirement(s) for the job."

It states that it is the Employer's assessment on the language req for the job in case of Arrange Employment.
Also if IELTS is req, I guess it will be clearly mentioned in the LMO.

Though I am not sure of other NOC Categories like C D & E. But for skilled professionals(O, A, B), IELTS is not req for sure other wise my lawyer(who are one of the most reputed Immigration HR Law firms in CANADA) would have definitely asked for it.

So one must check LMO if there is any such requirement and if there is any, applicant has to prove it by any means acceptable to CIC

Language requirements are stated in the LMO but i did not know that it will be assessed for high skill categories.
 
Only for low skilled jobs NOC C,D,E Language requirements are mandatory and that too if its mentioned in the LMO.
