TEER 41404 demand in Canada

Hi! As TEER system is being implemented and IRCC has announced that draws will be target occupations and not CRS score, is it worth it to reappear for IELTS as I already have CLB 8 and the eligibility criteria states CLB 7 requirement?
I am so confused now.

My profile is below:-

TEER : 41404 (Health policy researchers, consultants and program officers)
Experience: 3 years
CRS score: 417
IELTS : L:8.5, R:8.5, W:6.5, S:7.0

I need one definitely. But now the reports suggest draws won't occur on basis of CRS score. Need more insights regarding that

There is no announcement on when these draws will start or what NOCs will be selected. Everything is speculation. Also scores may not come down unless for a specific NOC.
