I did submit to them documents of updated salary record and such and a letter from my department in the university stating that I am a staff member working there from the year xxxxxx to xxxxx. I also showed them in my salary record that my salary gets "tax cuts" however, I will explain to them once again that we do not have tax return in my country.
At the beginning, when they asked me for the tax return,I thought they were talking about the same tax return as the one here in Canada, where you send a file for tax return and then you get your tax money a while later "which we do not have back home", and that is what confused me most.
I will do as you advised and I hope it works. The officer simply assured that if I do not submit what he asked exactly, he will reject my application and I am in the very final step. I was waiting for the ppr when this tax thing showed up!!! Too bad!

They are looking to VERIFY your job as a lecturer in the University - You need to do as I explained above if you have pay-stubs or any pay record from the University then you may need to send this if you haven't. Looks like the experience letter aren't enough. Sometimes IO is not aware of tax return policies on a specific country, you need to make your case.
Prepare a short letter with your Application number on the right hand side of the page (on each page), explaining the details of why you are not able to provide the Tax Return and if you have pay-stub or Salary record include with the letter in the form of Exhibit 1, 2 and so on, each must have a application number on the right hand side. It may be possible that your last letter is lost and IO never received it where you explained that you cannot provide the Tax Return documents.
They asked me Tax Return as well for 4 years and luckily I had all the documents and I sent them immediately, I added some documents they never asked like original pay-stubs for the latest checks from my employer just to ensure they get it right.
