The IO asked me to submit tax return document from my country last March. I explained to him / her that in my country we do not have tax return, today I received a final request from the IO to submit tax return for three years, otherwise my application will be rejected!! What can I do in this case as back in my country we really have no tax return.

Prepare a cover letter stating you do not have a Tax Return in your country, DO NOT forget to write your application BXXXXX number on the right top corner of each page and courier them with tracking. It appears they wan to verify your job experience - Ensure that you have all document lined up for your job experience. Advise them what you need to do in this case as you do not have the Tax Return in your country.

He meant do claim your work experience to be as a self employed while you have been working in your country or you have been working for a company as an employee?

and what is written for your country of nationality in the Visa office-specific checklist in regard of a proving your work experience?

My job in my country was a lecturer in the university for 5 years, I already gave them proof of that, so what does this have to do with tax return?
Do I email them and ask them what exactly they are looking for? I am totally confused and do not know what is that they are looking for.

They are looking to VERIFY your job as a lecturer in the University - You need to do as I explained above if you have pay-stubs or any pay record from the University then you may need to send this if you haven't. Looks like the experience letter aren't enough. Sometimes IO is not aware of tax return policies on a specific country, you need to make your case.

Prepare a short letter with your Application number on the right hand side of the page (on each page), explaining the details of why you are not able to provide the Tax Return and if you have pay-stub or Salary record include with the letter in the form of Exhibit 1, 2 and so on, each must have a application number on the right hand side. It may be possible that your last letter is lost and IO never received it where you explained that you cannot provide the Tax Return documents.

They asked me Tax Return as well for 4 years and luckily I had all the documents and I sent them immediately, I added some documents they never asked like original pay-stubs for the latest checks from my employer just to ensure they get it right.

These are exactly the things they actually want.
People should understand that the IO's responsible for cases need to justify why they are granting or refusing an application for permanent residency. That's why it is necessary to prove and provide evidence for what you are claiming.

I did submit to them documents of updated salary record and such and a letter from my department in the university stating that I am a staff member working there from the year xxxxxx to xxxxx. I also showed them in my salary record that my salary gets "tax cuts" however, I will explain to them once again that we do not have tax return in my country.

At the beginning, when they asked me for the tax return,I thought they were talking about the same tax return as the one here in Canada, where you send a file for tax return and then you get your tax money a while later "which we do not have back home", and that is what confused me most.
I will do as you advised and I hope it works. The officer simply assured that if I do not submit what he asked exactly, he will reject my application and I am in the very final step. I was waiting for the ppr when this tax thing showed up!!! Too bad!

This might look rude to you but you are not in-charge they are and they can ask anything. Nothing is too bad, everything is going to be fine.

1. Send them a Cover letter explaining that there is no Tax Return in so and so country, therefore you do not have a record of Tax Return, ensure that really there isn't tax return in your country and you are not only making this up.
2. Attach all Payslips AGAIN with your employer letter AGAIN and make it as Exhibit 1, 2, and 3 and so on. Basically anything which proves your employment. Call the Department where you use to work and ask them if they can give a fresh letter and courier it to you.
3. Attach any Tax Return from Canada if you haven't sent yet.
4. Explain the rules of your country that the governement deduct tax from the paycheck but we do not file tax return at the end of the year.

Send all this as soon as possible before the deadline and then keep your fingers crossed, it is quite possible that he didn't received your first letter where you explained that you cannot send the Tax return.

Almost all countries have tax returns.. if not by individuals, the companies do have to furnish records.
So check with your employer and get a copy of the Tax withholding and other tax papers which shows your name.

Perhaps it's not enough if you just say there's no tax return for your country - provide EVIDENCE. Is this documented in your country's code of laws? If there are no public documents that state this, request a letter from your Embassy, or some official in your country that supports your statement.

Oh, maybe you can say"most of the countries" give back the tax, but not mine! My salary does get tax cuts "i.e some of my salary gets cut for certain purposes of the government" but it never gets returned to me. My job is a lecturer in the university and that has been the case for 5 yrs , that is the policy in my country. I will follow NewYorker's advise and send them my salary document along with confirmation that there is no tax return. I also called the immigration section in Alberta and asked them , they just told me to say that there is no tax return policy in my country and that I can not get this document as I am not going to INVENT it.

I do hope the IO just did not receive my Experience letter last time, and that it is going to work this time.

I can not go search for some official source in my country asking them please give me a proof that there is no tax return in my country. It will take forever, and eventually I will get nothing documented from them.
I hope this will convince the officer, otherwise my application will be rejected for such a unworthy reason!!

By the way, I have not been asked to submit my Canadian tax Return record and I have been residing for 4 yrs now in Canada, do I submit it now?
