My mother in law got her permanent residence status and is now living with us. She has no income to report and is financially dependent on us. Does she need to file income tax returns?

You are still supposed to file a tax return of $0 income. It's probably in her best interests to do so anyway.

There is no requirement for her to file her taxes; however, she may be eligible for credits and an eventual refund, so you may wish to do it anyway.
