I noticed that the website has changed about taking the oath outside Canada. Have anyone requested it ?

You need to be in Canada to take the Oath of Citizenship. If you get your invitation while you’re outside Canada, reply to the invitation email to explain your situation in detail.

In your email

  • put “Outside Canada – Oath of Citizenship” in the subject line
  • In the body of your message, include
    • your full name
    • your application number
    • a detailed explanation of your situation
We’ll contact you with your next steps after we receive your email.

Haven't seen anyone but heard that if you have a valid reason than you would be able to do the oath at the local Canadian consulate. Please read their updated instruction manual on this.

There has been no news about applicants who applied under section 5(1) <which would be the most of us> being allowed to take oath outside Canada.

Like I have previously mentioned, there is not a single document or email or a shred of evidence (yet) to show that IRCC is allowing 5(1) applicants to take oath outside Canada or if someone who applied under 5(1) has taken oath at a consulate.

The link you quoted asks you to send an email with a "detailed explanation". So, send an email to them explaining your situation and see what they have to say.

Whatever they respond, please keep me posted so that I can advise other applicants accordingly (using IRCC response to you as a reference).

Thank you!

Yes and once you click the Oath of Citizenship link it says below:

Taking the Oath outside of Canada: If an applicant has been granted citizenship under subsection 5(2), 5(4) or 11(1) of the Citizenship Act [including a person who is serving or has served in or with the Canadian Armed Forces and who meets the service requirement found in subsection 11(1.1) or 11 (1.2)] and is located outside of Canada

Yup, there is no mention of 5(1). Can't assume applicants who applied under 5(1) are eligible for oath outside Canada unless there is confirmed evidence or report of someone actually taking oath outside Canada OR IRCC explicitly confirming 5(1) applicants can take oath outside Canada.
