So as a foreign worker, your only concern is your work permit. If your work permit says you can work in Toronto (you can work anywhere in Toronto) for the same employer.
By the way, I am pretty sure the location is based on a City.

I have been through this scenario myself, read above please im not typing it again
I have known and seen many work permits that state the location, exact address and not to work any where else!
Because........
Off the bat when the employer is advertising (which is a requirement for the LMO)
He/she has to state the location, once HRSDC is aware of this they process the application, if successful they send the LMO documentation
Its at this point (in the documentation) that they acknowledge the location (set out in the original ad placed)
Once the TFW applies for the work permit and it physically comes through, it is stated on the work permit the location
Simple as
