We submitted application for super visa for my parents in Singapore. We are from Bangladesh. They recently received the following medical instruction where CHC Singapore mentioned about submitting the medicals to Philippines (please see in red below). I am confused as to why they would ask the medical to be sent to Philippines and not to Singapore. Please give some advice.
MEDICAL EXAMINATION INSTRUCTIONS
As part of the application process, some applicants seeking temporary status in Canada must be medically examined. A request to undergo a medical examination is not a guarantee of a visa issuance.
The examination must be conducted by a Panel Physician (PP) appointed by Canada. A list of the PPs is below. Please contact a Panel Physician for an appointment and present the attached "Medical Report: Section A Client Identification & Summary" form (IMM1017) when you report for your examination.
The PP will verify your identity before the medical examination. Be sure to bring proper identification (proof of identity must include at least one document with photograph and signature such as a passport, driver's licence or national identity card) with you when you go for your appointment, and also bring another piece of photo identification. You are also required to bring a good-quality colour photocopy of your passport and photo ID. Also, bring four recent photographs (passport size) taken within the last three months. The date when the photograph was taken, along with the person's name and date of birth, should be written on the back of each photo.
Once you have undergone the medical examination, please provide the information below by returning the form to us via email at singapore-im-enquiry @ international.gc.ca.

MEDICAL REPORTS REQUIRED:
The medical report requires a comprehensive physical and mental examination done by the PP. In addition to the physical examination you may need urine and blood laboratory examinations and an up-to-date chest X-ray. The PP will be able to inform you of the particular requirements for each person being examined.
The medical examination can be done more quickly if the following are taken to the examining physician:
(a) Any available medical reports of past or present illnesses;
(b) Any old X-rays of the chest, particularly if there has been suspicion and/or treatment of tuberculosis. If you would like, these old X-rays can be returned to you after you have completed the medical examination
formalities;
(c) Glasses, if these are used for reading or distant vision;
(d) Any medication being taken.
Although the physical examinations are conducted by PPs, the determination of medical suitability is done by the Medical Services at the High Commission of Canada. The PP does not have the authority to rule on the medical suitability of any individual who goes to Canada. In some cases, further medical examinations or reports are required and if that is the case, you will be informed of what is necessary.
FOR PERSONS WHO HAVE APPLIED AS TOURISTS, TEMPORARY WORKERS OR STUDENTS
Only applicants and accompanying dependants need to be medically examined.

Any enquiries you may have concerning your visa application, including questions concerning your medical examination, should be directed to the Visa Office of the High Commission of Canada. The Medical Services section cannot provide you with information on medical examination results.
