Reason "PG-1 criteria not met. Please refer to www.cic.gc.ca for requirements"

Not mentioned any specific reason why the visa is refused. All the requirements were met - income, insurance etc.

Medical passed? T4/NOA included to show income. How many people including mother? Income?

Yes upfront medical passed, and NOA was sent for LICO requirement.

If you meet LICO for the number of people in your family, and meet all requirements then ask for reconsideration through webform.
