So having never worked in Canada. If I were to land in Canada in July 2016. I will need tax return statements for 2016, 2017 and 2018 before I can apply in Jan 2020 for my parents?

Assuming you started working shortly after you land. 6 months will be hard to make enough income to meet 2016 LICO requirement. Otherwise you may have to wait until 2021.

Minimum Necessary Income requirement for sponsors of parents or grandparents

If you are sponsoring a parent or a grandparent, you must submit a Notice of Assessment issued to you by the Canada Revenue Agency (CRA) for each of the three years immediately preceding the date of your application. If you do not have paper copies of your Notices of Assessment on file, you can view (and print) your tax returns as well as other personal tax information using the CRA’s My Account online service. To register or login, visit My Account.

The minimum necessary income requirement, which you must meet for each of the three years is equal to the Low Income Cut-off s (LICOs) plus 30% ,taking into account the number of family members for whom you are or will be financially responsible.

If you reside anywhere in Canada, other than Quebec, you may use the Federal Income Table below to estimate if your income is sufficient to meet income requirements to sponsor. If you have eligible co-signer (spouse or common-law partner) on the sponsorship undertaking, their income will be added to yours as a sponsor.

If you reside in the province of Quebec, you will not be required to submit an undertaking of assistance for the family members you are sponsoring at this time. You will be contacted by CIC when your sponsorship application is assessed. At that time, if you meet federal sponsorship requirements, you will be notified that you must submit an undertaking of assistance to the Ministère de l'Immigration, de la Diversité et de l'Inclusion (MIDI) of Quebec so that your income can be assessed.

Mind you the federal income table already combine LICO plus 30% requirement. If you meet the federal income table per family size, you already meet the LICO plus 30%.

My husband would like to apply for a super visa for his mother and will be signing the papers. For the low income cut off how do we proceed. Would it be counted as 1 or 2 persons.

I am presently in India and would be moving to Canada on PR in few months. My wife will move in later as the dependent (I am the primary applicant).

My query is about my mother. My mother's situation:
-71 years old
-widowed
-I am the only child
-she has always stayed with me
-she has mild hypertension (blood pressure) since 30 years, but regular medication keeps it under control. General health is good otherwise.
-dependent on us financially and emotionally

I hope to bring her on parent super visa as soon as I start my job in Canada.

Queries on super visa:
-is it possible to apply for a super visa for her after around a month into my job in Canada (or how soon)? (salary or financials wouldn't be a problem)
-is there a quota/window or I can apply any time of the year?
-her brother and sisters (my uncle and aunts) would be her only ties to India if she moves to Canada. is it a problem?
-would her age or health (hypertension) be a deterrent for grant of visa?
-would I get a Canadian medical insurance considering her age and medical history? any indications on how much would it cost?
-once the super visa's first entry period of 2 years is over, when can she visit us back or what would be the next steps?

If super visa doesn't work out, what are the other options (including humanitarian or compassionate grounds)?

Ideally, I would want that my mother can travel together with my wife to Canada within 2-3 months of my landing. Apologies for the long post - but if my mother can't join us in Canada, we don't move to Canada : )

Does your mom has hyertension? Do you want her to be in Canada within 2-3 months when your wife travels later to Canada (wife as PR applicant's dependent)

If that's the case, it's likely not possible. Since your mom is also in India and there is a travel ban as I read from other sections, visitor and super visa processing is very much delay. So the chance of getting your mom over within months is very unlikely.
