Super visa for parents? Cost=4000$/year! Action is needed, petition?

The problem is that

Why should they pay for the time they are not in Canada?

It has to be limited to the time they are in.

Paying for one year is better than having to pay for two.

If a reduced amount of time was allowed, you can bet that some people would stay without medical insurance.

Of course P&GP don't have to apply for a super visa, there are other options.

Starting on February 6, 2014 (00:01 EST), all visa applicants will automatically be considered for a multiple entry visa. The visa officer reviewing your application may be able to give you this type of visa even if you applied for a single entry visa.

A multiple entry visa allows visitors to come and go from Canada for six months at a time, without having to reapply each time. It can be valid for up to 10 years, or one month before your passport expires, whichever is earlier. You must arrive in Canada on or before the expiry date on your visa.

GOOD NEWS you no longer need to buy insurance you don't need. You can buy insurance for the duration of your trip and apply for a multiple entry visitor visa. This was a major problem for people that wanted a multiple entry visa for short term visits of 6 month or less.
