We are looking at having my husband's mom fill out an application for a super visa. My question is: can she cross the border while application is still in processing? Or does she have to stay in the USA until the application has been processed?

Don't believe she needs a TRV to enter Canada if she's a US citizen.

She would need to leave and reenter to initiate the supervisa.
