I would like to share my situation my dad is retired police inspector and in may 2016 I have applied for his super visa it's been over year I'm still waiting for his visa and status kept saying that under process it's frustrating why they doing like that any one in same condition please reply thanks

IRCC is most probably doing background checks on your dad for his employment in the police. For this, information is sought from third-party sources which can delay a visa decision

Totally understandable beside this I'm wondering does they usually takes that longer to investigate background check it's been over one year which sounds very unfair to me ...

Yes, it could take long. It's like this: IRCC has sought information from third party sources or even from within the police force where your dad was employed. If the third parties take time to respond to IRCC then the background check could take longer.

It's also possible that IRCC may have sought new information after initial investigations or even information from multiple sources. This would add up to the delay.

Most importantly, the level of background check investigations would depend on the role and responsibilities that your dad worked during his tenure. For example, was he part of an anti-terrorism team..... or was he assigned to a minister or politician's team..... or did he handle any highly-sensitive information, etc
