I agree with you. I had a rejected visitor visa application last year. Already had a UCI. Quite a lot of my documents were probably already processed back then. And of course following the advise of those who have already gone through the process successfully and avoiding the rejection mistakes goes a long way towards the submission of a complete and flawless application.
However, such a huge discrepancy in the processing timelines of Visa Officers in different countries is frustrating and may seem unfair at times.

Agree with that sentiment. This isn't new though. Even in March/April, there were some 'lucky' applicants who got PPRs within 3-4 weeks of submission. And no one could figure out why that should be the case. There was considerable speculation that applicants from some countries including parts of Western Europe, Jamaica and Nigeria would experience an accelerated process but no one could really prove anything. In that sense, October PPRs aren't an aberration but some kind of outlier phenomena which occurs often and is currently unexplained.

I think a lot of it has to do with the officer assigned to the case and the applicant's past history with CIC. My 2nd application was fast tracked to PPR in 10 days while my 1st application was refused on a technicality after a 4 month waiting period.

Can you please remind me - did you re-apply right away after your app was cancelled or you waited for CIC to reply to the CSE? What was your cancel-cse-new ITA timeline?

I created a fresh profile immediately after my refusal and got an ITA shortly thereafter. My 1st application was never reopened. They replied to my CSE in less than 2 weeks, there was a bit of back and forth on that front as well but the officer was clear that they had made their decision considering all the evidence provided at the time of the application so that was that. It was clear from that communication that they really needed bare minimum additional documentation to be convinced which, apparently and hopefully, is exactly what happened to my 2nd application.

Got it. I received an email saying "Please be advised your application is being re-opened." a month ago, and yet nothing happened. I still have 18 days to submit application based on the new ITA/new profile. If nothing changes within the coming 2 weeks I guess I will reapply.
What's your POV?

Tough place to be in, for sure.

Recommend that you wait till the penultimate day to send in the 2nd application. Also you should certainly add an LOE that explains your course of action in light of available evidence and request them upfront to refund your 2nd application fee in case they are reopening your 1st application.

So I am left with 6 days to submit application based on the new ITA I received. I've already filled out the profile. Got the new POF. Getting ready to reapply. Based on your recommendation Asivad Anac, I will ask CIC to refund my fee for the new application. Do you think I should also tell them that I would prefer they continued with my initial application instead of the new one? The first application is already 3 months old, so I figured it would be more beneficial for me to have it processed, as they would count the 6months processing time from the date I submitted it. I also paid processing fee + prpf fee for the first application so there would be no delay due to payments. I intend to pay only processing fee this time.

Hi there,we also have AOR in OCT and it's thru i notice in our application the thinks are moving fast....so last week in NOV 5 we got and Update -RPRF request,additional document request and BG went from "IN Progress" in " No needed at this time", we paid RPRF and provide additional document next day(Nov 6) and yesterday we got another Updated -BG again in process....Any idea what it's next? In the letter what we got in NOV 5 they said" In order to make a decision please pay RPRF and provide additional document....Can be this the end? We never got CELPIP request ,it's possible to get DM or PPR without Celpip request? ??? ??? ??? ??? Any opinions...?

Hi guys,
For which part of the application are local VOs responsible ? I thought local VOs are responsible only for the very last part off the application which is the PPR.
