I have just summarized the complete OOPNP process at a high-level for the benefit for all applicants. I have also included all possible links that would be helpful to get further info

Human Capital Priorities Stream Process -
To be a successful applicant under the Human Capital Priorities Stream, you must meet the eligibility criteria for Citizenship and Immigration Canada (CIC)'s Express Entry system and Ontario's criteria. You will be assessed against both as part of the nomination process.

Step One:
* Create a CIC Express Entry Profile and indicate settlement interest in either Ontario or other provinces.
* Qualify for either the Federal Skilled Worker Program (FSW) OR the Canadian Experience Class (CEC).
* Maintain minimum score of 400 points under the Comprehensive Ranking System (CRS).
* Have a Canadian B.A. Master's or PhD degree or equivalent foreign degree(s) evaluated by a designated organization indicating education is equivalent - Educational Credential Assessment (ECA).
* Language ability test in either English or French with a minimum CLB 7 score from either IELTS - (General test); CELPIP (General test) or TEF.
* Demonstrate sufficient funds for family size.
* Provide 'Statement of Intent to Settle in Ontario'

Step Two:
Opportunities Ontario provides a 'PT Notification of Interest from Ontario' to selected candidates and invites them to apply under the Human Capital Priorities Stream via their MyCIC account.


Step Three:
* If selected, candidates have 45 days to apply to Opportunities Ontario under the Human Capital Priorities Stream - Nominee Application Form.
* You will need to indicate which immigration program you wish to be assessed against - Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC).

* If your application is approved by Ontario, you will receive a letter from Opportunities Ontario through your MyCIC account notifying you of your nomination. You have 30 days to accept the nomination through the Express Entry system.
* Nomination from Ontario will give you an additional 600 CRS points and you will receive an invitation to apply for permanent residence from CIC. You will have 60 days to apply to CIC for permanent residency.
* CIC reviews applicants for admissibility, including health, security, and criminality checks and verifies all information provided by applicants.

PLEASE NOTE: At this time, Ontario can only search the Express Entry Pool for candidates who meet Ontario's 'Human Capital Priorities Stream' criteria or the 'French-Speaking Skilled Worker Stream' who have submitted an Express Entry profile on or after June 1st 2015. If you submitted a profile prior to June 1st, Opportunities Ontario will not be able to search and select your profile.

I have a question about this - what if one gets an ITA due to 600 CRS points, and applies, but the application gets rejected by CIC for some reason. Would these 600 points still remain in the EE profile, so that one can give another shot at applying? Or are these points for one-time use only?

Unlikely. If an application gets rejected, I imagine that the particular MyCIC profile would still be locked and the applicant would have to create a fresh profile. At that point in time, the applicant can request OOPNP to transfer those points to their new profile but I'm not sure how that would work.

Alternatively, one can always try re-opening the locked profile using a CSE (Case Specific Enquiry) if one has sufficiently valid ground for successfully challenging the rejection.

Therefore, because OOPNP has checked your eligibility based on FSW or CEC requirements, CIC will not review your application based on FSW or CEC requirements again, and thus they only do admissibility check. Is it correct?

I'll let others comment too, but I believe CIC will do all the checks they have to do because they need all the documents, per http://www.cic.gc.ca/english/immigrate/skilled/apply-how.asp, after an ITA due to PNP nomination.

I did some research over the internet and this is what I find. Yes, as I already mentioned a provincial candidate would not be assessed for FSW OR CEC requirements by CIC and would assess him only for admissibility.

Under Section 95 of the Constitution Act, 1867, the responsibility for immigration of a provincial candidate is shared between the federal and PT governments. Additionally, subsection 10(2) of IRPA requires that the Minister of CIC consult with PT governments on an annual basis in order to determine the number of immigrants who will become permanent residents and their distribution in Canada. In administering PNP, both CIC and the designated Ministry/Department of PT governments have outlined their respective roles and responsibilities in agreements. Specifically, PTs are responsible for:
• The design of their own programs and the establishment of requirements for such programs; :
• The nomination of immigrants destined to their jurisdiction;
• The promotion and recruitment of PNs, with some support from CIC International Region; and
• Monitoring, evaluation, and reporting on PNPs.
CIC is responsible for:
• Admissibility screening (medical, criminality and security), based on federal admissibility standards and IRPR, Section 87; and :
• The final selection of PNs – the satisfaction of the visa officer that the applicant:
− Has the ability to establish economically in Canada;
− Intends to reside in the nominating province; and
− Has not been nominated on the basis of a passive investment.
As such, visa officers can reject a PN application on the basis of an applicant’s inability to meet admissibility requirements (resulting in an outright rejection of the application) or on the basis of final selection. In the event that a nominee is to be refused for permanent residence on grounds not related to admissibility, CIC will consult with the PT on the issue. At this point, the PT may provide additional information to CIC, or the PT may withdraw the nomination; ultimately, CIC’s decision is final.
Additionally, the federal government has committed to processing PNP applications as a priority within Economic Class applications for permanent residence.

masters is not necessary for OINP. But you can apply only if you get an invite from Ontario to apply for their PN.

How Ontario is going to select all eligible folks ? Would there be a OOPNP draw or any minimum points in the 400+ segment?

Ontario sends applicants a Notification of Interest that have scored a minimum of 400 and have at least a Bachelors degree. It seems that the letters are sent at random - whether there are secondary criteria for the issuance of Notification of Interest letters is still a bit of a mystery.

Its understood that they send PT notification to 400+ candidates. I am talking about how they choose a candidate after he has applied and paid the fee.
