submitting the passport in different country

I applied for study permit on 24 of April -Singapore office. and did not hear anything from them till now, they are saying it is pending secondary clearances.
I have to leave Singapore by end of July, so If the visa approved,
can I submit the passport in my home country ???

Its always mentioned on website that. You may submit your travelling documents in your nearest embassy or visa VFs. I think you can submit your passport anywhere in the world. But please also take some experts advise on it.

I emailed them and they didn't give a clear answer, they only said when your application is approved, the request letter will contain detailed info about how to submit your passport in different countries.
