Sure this must be reported and would probably result in black listing the employer. However, working on cash is considered illegal and technically gets you no leverage in Canada and it might have consequences on your own status. Keep that in mind as well.

You should report him, what he is doing is illegal. I saw on the news about the tfw's who report their employer who are doing things like your boss does and they give them open work permit and the employer get charged.

Why would he deserve karma and get tossed if he reports his boss who's doing abuse?

Because it would reveal his own status as well. Some body legally allowed to work in Canada won't work on cash and won't need an LMO to work legally.

Lol, there is almost ZERO chance the employer will be punished in anyway. Only a tiny miniscule portion of the reported cases result in any action. Just look at the government "blacklist" there are only 4 dompanies on it http://www.esdc.gc.ca/eng/jobs/foreign_workers/employers_revoked.shtml

And how about if this kind of boss also collecting money for lmo? I guess this is called crime. Is there any chance to get back the money over police or lawyer?

Yes there is a chance if you go thru the police. But there is very little chance of any punishment if you go to CBSA or CIC.

It has been like that until recently. But in the light of current changes, i expect government to take serious actions. At the very least he won't be able to secure any more LMOs. A lot of employers are not blacklisted, but i know personally that they simply fail to obtain any further LMO's. This at least is some form of punishment.
