Study Visa - Non SDS without paying fees.

Hi,
I have been accepted at the University of British Columbia for Sept 2020 intake. The portal for paying tuition fees will open in the month of July. University recommends you to apply under General category as the portal for paying tuition fees will be open in July. So, Should I wait for July or should I apply for visa in the month of March/April without paying fees. My profile is as follows-:
IELTS - 7.5 no less than 6.5
Graduation- 7.3 CGPA

Paying fees is not a requirement for visa provided there are no issues with your funds. July would be a little late for September admission.
