Study permit for spouse under family sponsorship

Hi,

I have applied for PR for my spouse under Family class inland.
I need help with a couple of questions:
1. Will applying for study permit have an affect on PR application?
2. Is it possible to do flag-poling to get study permit once she has all documents needed.

For now she is on work permit ending JUNE 2020, for PR we have submitted medicals and background check is in progress Jan 16,2019. We are from non-visa exempt country, if that can help.

2. She can apply within Canada to change her status from worker to student.
