I am a student in final semester of B.E mechanical engineering at NED University with current cgpa of 3.565 out of 4.
My semester will be completed till mid of September and I'll be awarded my B.E degree till end November

I am interested in studying in Canada, preferably in Ontario for my Masters (MASc or MEng)

I would like your advice/guidance on applying for study permit

Thank You

Get acceptance and then apply for a study permit showing funds, career progression (justify costs of program with career goals - higher pay), ties to home country etc.

What universities do you recommend ?
I have a medium sized budget, I looked into university of Waterloo, which is too much expensive for an international student.

Thanks

You will need to search on your own…not a lot of schools. You need to show funds that you can afford to pay tuition plus $10k per year (minimum) for living expenses.
