After waiting for a really long time for my study permit, they denied it with this reason:

"Dear Chaitanya Gupta, Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds: • I am not satisfied that your language abilities and proficiency would reasonably allow you to pursue your proposed studies."

Now, I failed to understand that how could they judge my language proficiency while filling out forms. I searched online and found out that we do not need IELTS for study permits in Canada. My school doesn't need IELTS too. Then why was I denied? I am freaking out, help would be appreciated.

IELTS isn't mandatory - however IRCC typically wants to see IELTS results to ensure you have sufficiently strong language skills. Since you provided no evidence of your language capabilities - IRCC had no way to judge them and that's the reason for the refusal. Generally speaking we advise everyone here to include IELTS results with their application unless they are from a country where English is the primary language (e.g. US, UK, NZ, Australia). You should contact your school and ask that they defer your studies to the next semester. You should then take IELTS and reapply for the study permit once you have the language test results.

What if I appeal for my visa with my school writing a letter ensuring the fact that I am proficient in English. Will that help?

Formal appeals for study permits take time (months) and you'll need to hire a lawyer in Canada (which is expensive). There's absolutely no way the appeal will be finished before school starts in September. Reapplying once you've taken IELTS is the best / cheapest / fastest option.
