study permit delay

I have applied my study permit on june 9th. I has become 4 weeks now since i applied. I didnt get any reply from high commission (New Delhi office). When i called the vfs helpline they told they dont have the information for the delay. Can anyone suggest me the reason for this delay ??

Nope. I got admission in University of Ottawa. Not under SPP. I have applied from vfs Bangalore-India
