Please does anyone knows what the the chances of getting approved are after receiving “procedure of fairness “letter? I was asked to explain why I had an outstanding debt on my application, I have paid twice and it was confirmed, am I not the one that need to be explained to why I had to pay twice? Now they have sent me the procedure of fairness to explain or my application will be rejected, I have explained to my best knowledge, pls has anyone experienced this and wat are the chances of getting approved after this?

While majority of applicants here have dual intent (which is not illegal based on the Canadian study permit rules), you should at least try and show that your primary purpose is to study. I don't know if you have already obtained your study permit approval, however, if not, and you apply, it will show and your application will be refused. You need to refocus and critically assess why you want to go to Canada.
