Study Permit application Delay- Eligibility Completed

Hello.
I have submitted my study permit application on 5th Dec 2022, fingerprinting has been done on 8th Dec 2022.
my tracker shows a update on 20th April 2023. Eligibility is Completed and Background verification In progress.
more than 6 months I am waiting for a decision. how normal this situation is?

Over the past three months, I have contacted them many times through the web form, and each time I have received automated and standard responses.

Application Submitted: 5th April 2022
Biometrics Completed: 8th April 2022
BVL received on: 31 Jan January 2023.
Medical Request : don't need.

Visa Office: Turkey.
Nationality: IRAN

Medical: don't need.

NON-SD. My country does not need medical.
the application is submitted Online. biometric has been done in Istanbul voc. BVL is revised on 31 Jan 2023.

Can’t speak to how normal it is but I have heard of really long delays both with study permit and PGWP applications.
