Study in one province and work in another??

Guys i have a question

If I study M.engg in Concordia which is about 2 year course. After that I would get a three year work permit right.

I wannt go for PR which is not possible without French in Montreal. So, as an alternative could I go and work in some other province where I could get a PR say for example Ontario? I asked a consultancy about it, they said it is an open work permit and I could work any where I want.

How practical is that??

I mean studying in Montreal and working somewhere else and then go for PR

Yes that is possible, a PGWP allows you to work anywhere in Canada. However, if you're planning on applying through the provincial nominee program, you should know that each province has its own policy when it comes to giving PR to international students.
