Study in Canada With Very Low IELTS

Hello Everyone
One of my friends has a 4 year bachelor degree in Political studies. Unfortunately his IELTS score is very low (below 6 ) . He wants to study in Canada.
Is there any option for him to get admission in any university?
Can anyone suggest anything?

There are some colleges and universities that accept lower IELTS than others... however, I wouldn't recommend going on such a low level of English as he will face rough times... I would recommend improving his English so that he can have higher chances and even to make the most of his time...

It is hard since most universities requires above 6.5, and if his English is not that great then it means he will have trouble studying and living here
