Student visa refusal 3 times, GCMS notes, What to do ?

I understand his situation,I am on the point he having a bachelor and going for a diploma.i had a bachelor in construction and I did my diploma in business administration in Canada so it doesn’t matter the reason he is going for the diploma course should be explained and the benefits it will impact

The reason he got refused and was stated was PA's previous employment and educational history, their motivation to pursue studies in Canada at this point does not seem reasonable; the study plan submitted in general. He has a bachelor in mechanical engineering and doing diploma in the same course which doesn’t make sense.at least the diploma course should defer but related..

The trickiest part for me to explain in SOP is "Ties to your home country".
Does anyone have an idea of how to get it explained to a Visa officer?

You must show that you have ties to your home country and oblige you to return. A good example is by getting a full scholarship from your government and get an agreement to return to fulfill your bond.

That's the point. Actually I paid GIC and tuition fees on our own. But this time if take the education loan from government bank, How much difference does it make? I afraid the visa officer may come up with another remark like financial weakness or else.

A lot of difference. Loans can't be used to show proof of financial capacity.
