Student visa or PR for Australian Citizen

I want to ask regarding my sister. She is an Australian citizen(Indian by birth). She has done two Bachelors (Bsc and BEd) and has 7 yrs of Teaching experience in India(1999-2006).
After moving to Australia on PR, she worked with GE as Customer Service Rep for 1.5 yrs and then became Corporate Trainer in GE Australia for 10 months. Now is working as a bank Teller in Australia(few months).

She gets those 69 points if her experience as a teacher gets counted, however Teaching is not on NOC list. So her experience points go away and get reduced(less than 67).

She is thinking of getting into Accounting. She needs help with choosing the right university and Province(if in future PNP has to be opted).

Also if she picks Diploma (2yrs) in Accounting from any uni does she still need 1 years experience in Accounting. what do they mean by skill o, A or B . For example , would a bookkeeper or accounting assistant be under NOC list ?

She wants to permanently move to Cananda, will you please help. I and my sister will really appreciate it.

If she is still under 30 (I am doubting that if she was teaching in 1999), she could apply for a working holiday at http://www.whpcanada.org.au/introduction.shtml It's not permanent but would allow a 2 year open work permit which would help making connections and getting to the point of applying for PR.

Was she a college teacher? Then she could apply as a skilled worker under NOC 4131. Her experience points as a teacher will still count as all skilled jobs count, not just the 38 most wanted so she does have enough points. She would however have to find an angle to qualify her to apply under some category. If she did not have at least 1 year experience in any of the 38 most wanted jobs, she can not apply under category 1. If you are in Canada, maybe you can help arrange a job for her, arranged employment. That would get her in under category 2. If she comes on a student visa and stays in Canada for 12 months or more, she can apply as a skilled worker under category 3.
