Naturgrl, Scylla and Simba have all spelled things out quite clearly and have given excellent information, but I'll attempt to add my tuppence. I am trying to be objective, I lived in the UAE for 10 years so do have some personal insight, so please do not take offence at this:
1) Comparing the cost of degrees in UAE is irrelevant. You're not doing a degree, you're looking to do a post grad certificate at Humber college.
2) Proof of funds: You have money "tied up" in the stock market. How much? How is it tied up? You're waiting for your EOSB in January. After one year of work in the UAE, your EOSB will be a pittance. Do you actually have the funds to support yourself. If not, then you need to get your father to transfer the funds to your account and write a letter to support your application.
3) You are not in your country of citizenship. Yes, it's possible to get different visas etc, but really you are not tied to the UAE, and the UAE will never be your forever home. You are much better showing ties to India, applying from India and showing you'll return to India.
4) You have a partner in the US that you might see "from time to time". Why don't you go to the US to study? You said you were in the US before, why not go back? Is there a reason this option is off the table?
We are all having trouble fully understanding what Is going on here, and you have the opportunity to engage in two-way conversation with us. So, if we feel that way, think of the visa officer where you don't get the chance to add little bits of information ad-hoc. Is it a wonder they refused the application?
Hand on heart, I think you're clearly just hellbent on going to Canada, and I don't think you're being honest with your reasons.
