Student visa denied - any ideas on how i can improve my followup application ?

Most of my liquid cash is tied up in the stock market at the moment, with one semester's fees paid by me already, thus the letter of support from my dad. I am paying for everything myself. However, I will be using my above sources plus my end-of-service pay to accommodate this.

My reasons for studying web dev are quite simple, I need the structure of a classroom to study and be guided while not paying an arm and leg for a subpar education in the UAE/India. That said, the value of Western education is much higher here than an of Eastern one.
In my opinion, your refusal is cantered on the choice of program, ties and pof. I see you've responded to each comment but not to the satisfaction of the visa officer. In my opinion, it would cost less if you do that post grad certificate in UAE/India than in Canada considering International tuition fees, high accomodation/and other cost of living.

Canada is quiet cheap compared to options here in the UAE, where they ask for round 20k USD for a degree that's often not as valued. one of my other driving factors is that folks with foreign education (degrees earned in thew west) have higher value here.

Naturgrl, Scylla and Simba have all spelled things out quite clearly and have given excellent information, but I'll attempt to add my tuppence. I am trying to be objective, I lived in the UAE for 10 years so do have some personal insight, so please do not take offence at this:

1) Comparing the cost of degrees in UAE is irrelevant. You're not doing a degree, you're looking to do a post grad certificate at Humber college.

2) Proof of funds: You have money "tied up" in the stock market. How much? How is it tied up? You're waiting for your EOSB in January. After one year of work in the UAE, your EOSB will be a pittance. Do you actually have the funds to support yourself. If not, then you need to get your father to transfer the funds to your account and write a letter to support your application.

3) You are not in your country of citizenship. Yes, it's possible to get different visas etc, but really you are not tied to the UAE, and the UAE will never be your forever home. You are much better showing ties to India, applying from India and showing you'll return to India.

4) You have a partner in the US that you might see "from time to time". Why don't you go to the US to study? You said you were in the US before, why not go back? Is there a reason this option is off the table?

We are all having trouble fully understanding what Is going on here, and you have the opportunity to engage in two-way conversation with us. So, if we feel that way, think of the visa officer where you don't get the chance to add little bits of information ad-hoc. Is it a wonder they refused the application?

Hand on heart, I think you're clearly just hellbent on going to Canada, and I don't think you're being honest with your reasons.

You don’t need a classroom structure to study web development. Anybody can do that anywhere and anytime. What you need is a real interest in the course. Are you really interested in web development or are you just interested in coming to Canada? Only you can answer that to yourself.

Just playing the devil’s advocate here through the IRCC’s eyes, you can learn webdev at a fraction of the course online. You need to master HTML, CSS and Bootstrap basically. Java, PHP, Javascript, Node.JS, etc., only requires a logical and an analytical mind to formulate your algorithms. No school in the world could teach you logic, because its plain common sense.

Most would argue that online is not conducive to learning, but lots of learners would say otherwise. When the pandemic hit and caught us unprepared, we shifted to online learning during our final 2 months. Aside from our own professors’ online lectures, we were also given assignments to finish Linkedin courses (my DLI provided us with LI Learning subscription).

Below is a list of courses from LI. Said courses are basically what Canadian college could offer you.

So, from IRCC perspective, why spend more in Canadian DLI when you can get them way cheaper online (LI, Coursera, EDX, etc)? Especially when a lot of these courses were prepared and reviewed by known institutions in the western world?

No offence, but I agree with @Shmiler, looks like you are just interested in coming to Canada.

1)The cheapest postgraduate degree here is 10k USD, and most "ok" courses go up to 20k I would rather study and focus on depth somewhere else. After 25 years in the same country, I need a break. A change in scenery. The goal here is to go to a school recognized and respected while also moving somewhere that's not the UAE.

2)10k USD in stocks + 8k USD saved up inclusive of EOSB + cashed leaves (25k CAD total ) plus first semester fees paid, about 10k cad with second semester fees 10k cad. I can ask to move the money for a few months, so not an issue here. I am due to join the January 2024 session and am going to try to get in for that.

3)I am not going to India(I will consider it in the worst case). I have a family home, own properties, run my meetup groups, write for a local tech publication, have my day job here, and many other things. My family also has a home back in India (more of a vacation home)

4)This bit is quite frustrating for me; or the US I am considered chargeable as someone in the UAE. An interesting concept. the reason I don't want to go to the US is that the cost of living + studying is much higher for studies, plus the option to be close to my partner is limited since there are very few schools there (Ohio). Apart from that, my grades for undergraduate studies are quite bad (2.66/4 GPA) most US universities require a 3.0-3.2 minimum, so I would raise my grades quite a bit using the postgraduate program. So maybe that option could be considered later on for my MBA. I really want to show I can perform here.

I would be interested in settling in the us, but not Canada. The max I would do is a 1-year PGWP in Canada, but I don't see myself there past that.

Then concentrate to improve your chance of getting admission to US. Completing a web dev course/dipolma in Canada will not help you on that. You will need good GPA to get into any good MBA schools in Canada a well.

The web dev program at Humber College doesn't give you a postgraduate degree. The certificate you get at the end will be pretty meaningless unless you are applying for a junior web dev job.

Getting a better GPA is the goal of my postgraduate degree; nowhere did I express I want to study because I like web dev. I know it will be easy. Most of the replies on pages 2 and 3 just feel like attacks and this point. Your goal should be to help someone get to Canada not to discourage them. This should be more so considering most of you have immigrated there.

Ok, not everyone that applies for a visa gets a visa . That’s just the way it . And please don’t play that “ most of you have immigrated there.” You don’t get to play that card , because you don’t hold that card to play

I don't have an immigration intent, and I am not saying that for the heck of it. Most comments here have just been full of doubt and have discouraged me from applying. I don't know what ulterior motives most of you have at this point but this is a forum for folks to come to Canada,if you aren't helping them then that goes against the goals of these forms.

I don't have an immigration intent, and I am not saying that for the heck of it. Most comments here have just been full of doubt and have discouraged me from applying. I don't know what ulterior motives most of you have at this point but this is a forum for folks to come to Canada,if you aren't helping them then that goes against the goals of these forms.
We are all volunteers here to help others. If you have hard time convincing your intention to study in Canada, it's definitely going to be harder to convince the officer who make the actual decision.

If you have hard time figuring out the problem, I suggest contacting immigration lawyers or consultants.
