Statutory Questions: 2nd EE Application

Hi,
My EE application got rejected last month. The status of the application was changed to "rejected as incomplete" as my PCC did not cover the entire duration of my stay in India.
I got an ITA in the draw that came out last Wednesday and am now filling out the post-ITA questionnaire.
Please help me out with the following statutory questions:

1. Has ***** you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

2. Has ***** ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I've never been refused a Visa before!

Do I need to mention the rejection in the LOE ?

Do I need to mention the rejection in the LOE ?

There's another question that asks if you've applied before. When you select "yes" if I remember correctly it asks you for the Application Number. There's no need to mention the rejection; CIC has it on file.
