If you read the inland guide, CIC actually recommends for people to apply outland wherever possible to take advantage of quicker processing times.

I see the processing times for outland are quicker for assessing the sponsor, it says 48 days as of today but when assessing the applicant (me) it states 16 months so it seems to still take some time.
The times posted on CIC site are not averages, they are more worst-case times for 80% of the apps, meaning vast majority of apps are processed quicker. A more "average" time for CPC-Ottawa is in the 6-8 month range.

I know these are just an estimate of wait times. Now I am seeing that applying inland has become much longer than it was before! This whole process has been so confusing! :-(
as rob has pointed out, the times posted on the cic website are misleading, and do not reflect what real life applicants are experiencing today. it may benefit you to take a look at the ottawa spreadsheet, where us applications are processed. the link to the spreadsheet is in my signature below. notice that a majority of 2014 applicants are already LANDED as PRs. inland is still stuck processing August 2013 applicants! as already stated, the choice is easy.
