CIC goes back and forth on this - it used to be that you were required to submit both FBI and State clearances for every State you'd resided in for more than six months since age 18. Then they decided that you only had to submit FBI initially, and then they'd request State clearances if they wanted them.

My take on it: don't give them the power to delay processing of your application by 90 days or so by allowing them to have to come back to you to ask you to submit State clearances. It isn't that difficult, or that expensive, to get those clearances and send them (along with the FBI clearance) with your initial submission . . . and CIC is certainly not going to throw them back at you or anything. That way, if they need them they have them, and if they don't it's no big deal. But they don't get to make you wait an additional 90 days or more for them to make a decision on your application because they decide they want to see more than the FBI clearance gives them.

We had my hubby do state clearances and FBI, we did not want any reason for delay. The FBI took just over 7 weeks anyhow, the state clearances showed up within 1-3 weeks of being done. So there is time to do it, so why not? We also only did print checks for NY (his current state) and only did name checks for the others (IL, FL, WI). Cost us around 100 bucks to do all of them, well spent money IMO if it caused our application to move forward faster.

We included State certificates for my husband as well (for four States). As everyone else has indicated, it was fast and cheap (when compared to the FBI process). We decided to include the State certs because we didn't want anything to hold up the process and because there was one police certificate we were entirely unable to obtain (Kuwait in the mid 80's) - and figured we'd better go overboard on the rest.

I only provided FBI clearance, no state clearances and was approved in less than three months without being asked for state clearances.

We only included FBI but since my husband had a DUI 12 years ago they asked for a state clearance and court documents (no record found on the state clearance anyway). I knew they were going to ask for the state and should've sent it along but would've probably been asked for the court paperwork anyway.

It only took a week for the state clearance so I'd say if you don't have too many to get, send them anyway. :)
