Start date deferral question

If the course start date has passed and study permit is still being processed, does anyone know what will happen if I do not provide IRCC with an updated letter of acceptance from the college stating a new deferred start date? would they issue a refusal decision? would they issue an approval decision without caring that the permit dates no longer match up with the course dates?

For which intake you applied?and when you applied

I applied in November 2018 to start in January 2019 intake but had to defer to May 2019 intake, now that May intake start has passed the college is telling me to defer to September 2019 intake. I am not sure if I want to continue waiting and I would also like my money back from the college, but they will only return it if IRCC rejects my application.
