You can apply, but your chances of getting it remain very small. It's actually better if she applies for a TRV before getting married. After you get married her chances drop a lot.

That's interesting, well how is she eligible for that? Like you need an invite from family/relative right? Or anyone that holds an an PR card can send you an invite?

Anyone can apply for a tourist visa. You don't need an invite.
