I believe with an outland sponsorship, you have also indicated that you are living out side of Canada and that you will return back with your spouse, once application is approved. Also from what I understand, you will not be able to extend your stay in KSA without an extension of your contract .
My wife and I were in a similar situation, but she was sponsored under her father - and since I dont work in Dubai we never changed that. Luckly we were able to get an extension for her visa till next September. I am quite positive that CIC takes into consideration the residency of the applicant, but it does not guarantee that your application will be approved.
Moving your file to Islamabad is going to cause some delay in application - also note that all application going/processing in Islamabad is now being processed in London, which has a shorter time frame.
I would suggest for you the following
- Look into Visa Options where your wife can stay in KSA ( e.g Employment Visa under her name )
- Post a your question on a separate thread where Super Senior Members can advise on legality of the situation, if you dont move the file to Islamabad
- Informing the CIC , with a letter and explaining the situation might be a good idea, just not sure if they will respond.
