Spouse Open Work Permit rejected first time

Hi,
I am Iranian and I was applying Spouse Open Work permit for my wife. I tried to provide all documents I and my wife have and I clarify our situations completely.
She refused recently because of the following reasons:

You have not satisfied me that you would leave Canada by the end of the period authorized for your stay.
In reaching this decision, I considered several factors, including:
- purpose of visit
- personal assets and financial status
- Other reasons:
Missing: proof of relationship (marriage certificate, photos, etc.), proof of status of host in Canada (copy of study/work permit), proof of funds for applicant, proof of employment and income, if any, for host.

My question is that which kind of VISA is better to apply for the next time?
Which documents I should provide for the next time?
When I can apply again?

apply SOWP ,
attach marrige certificate
your job latter in NOC b level
your recent pay stubs
bank statement your and yur wife
draft a relation ship latter and put some photose together.
put your work permit or study permit copy.

show strong ties to your home country for your wife like land, house and all property.and show social ties to home country.

this this would be ok from my point of view..

What else can be added as a tie?
