Spouse Open work permit inside Canada

Hello, I'm currently working in Vancouver under a 3 year contract. We are about to start our Permanent Residency application, but my wife wanted to get an open work permit while we wait for the PR application to be processed.
We thought that we could the the open work permit on the border, I asked for hers on Immigration in Toronto, but the officer said that we should get it here in Vancouver, no need to do it on the border. She's on a visitor's visa and expires in 6 month. The problem is that I can't remember where are we supposed to get it here in Vancouver, can anyone help us with the office or place where she can apply for it, based on my work status.

I dunno, the officer just said I should get it here in Vancouver, and not on the border. We are living in Burnaby now.

Yes I told them, I live in Burnaby, BC. The officer told me to go get it inside Canada, in Vancouver, some Centre, can't remember where or the name. Any thoughts?

I dont know about centre but I think the officer mean u should get it done at border near vancouver ...

That's what we thought, but he said that we can do it inside canada, and he specifically said that we can do it in Vancouver, without going to the border. He mentioned some centre, or office, problem is I can't remember the place he mentioned.

This is what CIC website states. You can apply through the normal process and attach a Letter stating your NOC code & copy of your WP.

If your spouse wants to work in Canada
If you have a spouse or common-law partner who wants to work while in Canada, they must apply for their own work permit. Normally, they must meet the same rules as you do. This includes their employer getting a LMO, if needed.

Your spouse or common-law partner may be able to apply for an “open” work permit. This is a permit that will let them accept any job with any employer if:

A.You are
•approved to work in Canada for six months or longer,
•doing work in Canada that meets a minimum skill level (usually work for which you need at least a college diploma) and
•doing a job at Skill Level 0, A or B in the National Occupational Classification.

Note: If you have a post-graduation work permit, your spouse must attach a copy of your work permit to their application for an open work permit, as well as a:
◦letter from your current employer that confirms you work there, or a copy of your employment offer or contract, and
◦copy of one of your pay slips.
Or,
B.You are approved to work in Canada and your spouse or common-law partner is eligible for a work permit through a pilot project.
In each case, your spouse’s permit will be valid no longer than yours.

Ok, so she could apply for an open work permit, as option B, so she could get a job anywhere, my question here would be, where should she apply for that here in Vancouver without going to the border? That's what the border officer told us to do, get it here in Vancouver. There must be an office or something where I can ask or go and apply for it.
