My husband is sponsoring me.. we just got married a few weeks ago. We currently do not live together but are looking to buy a house. It looks like on the forms we have the option to say we don't live together and we just need proof of relationship.

I know in the past this was not the case. Does anyone know the rules to this?

If you submit an INSIDE CANADA app, you MUST BE LIVING TOGETHER IN CANADA at time you submit the app, and for duration of processing.

If you aren't living together you can submit an OUTSIDE CANADA application instead, while in Canada. This does not require you to live together.

Can anyone find on the website where it specifically says this? I've been looking all morning and can't seem to locate.

What country are you from? It may be in your best interest to apply outland regardless; the processing times are much faster (depending on your country).

It's right in the main guide. Note that "Family Class" = OUTLAND application: http://www.cic.gc.ca/english/information/applications/guides/5289ETOC.asp

Read the information below to help you determine if your spouse or common-law partner should apply under the Family Class or under the Spouse or Common-Law Partner in Canada Class:

Apply under the Family Class if:
-the person you want to sponsor lives outside Canada
-the person you want to sponsor currently lives with you in Canada but doesn’t plan to stay in Canada while the application is being processed
-you plan to appeal if the application is refused

Apply under the Spouse or Common-Law Partner in Canada Class if the person you want to sponsor:
-lives with you in Canada
-is eligible to become a permanent resident from within Canada
-would like to apply for, and qualifies for, an Open Work Permit so that he or she can work while the application is being processed

and also here in the guide:

Sponsoring your spouse or common-law partner who lives with you in Canada

You can apply under the Spouse or Common-Law Partner in Canada class if your spouse or common-law partner cohabits (lives) with you in Canada and has temporary resident status.

Australia..

I need to get a open work permit though! So i'll need to apply for inland. My work visa ends September.

It's ok, I just wanted to clarify. I just wanted to avoid moving twice in a short space of time! Id rather just buy a house and move the once instead of moving in to his rental and then moving again into our new home later when we find one.

Which is another question. I'm going to apply using one address but then we will probably find a home before it's all completed! So is changing the address just simple on the cic login website?

Inlanders are currently landing in 14 months. And the promise is 12 or less (same as outland) before years' end..
