Most Canadian banks have special programs for new immigrants. I think the bank will waive the address proof requirement. I just did a little more research, it seems the rule has changed, visitors can no longer open a bank account. http://www.cba.ca/opening-a-bank-account

That isnt true. my wife is a visitor and has a bank account, two credit cards and a car

I'm in Ontario, I exchanged my British driving license for an Ontario one, which has the address of where i'm living on it. Called round a few insurance companies, then eventually found a local broker that could get me a decent price compared to others. I think it was just under $2000 dollars for the year. The dealer i bought the car from took care of registering it in my name and getting licence plates etc, think it was about $140 for the registration.
 
I have visitor status and was able to open an account with RBC
