Spousal work permit of a foreign Worker who is currently a visitor.

I am a foreign worker with a valid work permit under TEER 2. I obtained my work permit through a positive LMIA. My spouse has joined me in Canada as a tourist. We are looking to apply for her Canadian Open work permit. We know that she is eligible, but we don't know if we can apply from inside Canada or if we should apply from outside Canada. Is there a path to apply from inside Canada so that she can transition from tourist to worker? I don't mind if we have to leave the country and come back to change her status, I am just asking if this is possible.

I prefer that we apply inside Canada because we no longer have an address in our country of origin. Also I heard that it's faster than applying from my country's Canadian embassy.

Note: I was advised by an immigration rep/firm that she needs to apply from outside Canada because she is a tourist, so applying from inside Canada is not possible. However, I have been told by other sources that this is not true. Also I have been told that I cannot trust immigration reps blindly because they can also make mistakes.

Any advise?
