hello, my wife have applied to sponsor me under the outland spousal sponsorship (as we are both currently live outside Canada), the CIC has received our application in 13JULY2020
just today 09JAN2021 the sent us the UCI and the application form number, it took around 5 months to give us the UCI, my question is : is that 5 months counted from the 12 months processing time, and how long approximately going to take to receive the approval?

Before Covid yes it was generally considered part of the timeline but AOR's were being issued in 4-8 weeks not 5 months. With Covid nobody can answer your Q about how long it will take. Follow the google tracking sheets to see how things are progressing for people around you will be the best indicator.

Mine was received June 24th. AOR early December. I would be very, very happy if done in even 14 months.

Hey, we are on the same boat. Our application from outside of Canada was received on July 16th 2020, and we got the UCI and application # on January the 8th. We are living in the US. We are also wondering if the past five months would be counted toward the one-year processing time.

It does normally count. But due to covid likely delays.

If you link your application in GC key account, it will show the 12 month time from application received (and not the AOR date). However, personally I think it doesn't mean anything because of COVID they might not honor the 12 month timeline.
