there is no difference where the marriage takes place, though it's quicker to get a marriage certificate after a ceremony in the states. you will not get a work visa for applying outland, that is only for inland applicants, and it's only processed after stage 1 approval, which is 8-10 months. technically speaking as an outland applicant, you may already be able to land as a pr in that time, depending on which visa office handles your file.
considering you are currently studying in the us and plan to work there, my best guess is that you will be applying outland. again, there's no work visa for outland applicants, so you have to wait to be approved for pr status. a pr will not need a work visa, because they have legal status to work.
you will not be able to "move" to canada until you are given pr status. you can "visit" canada as an outland applicant anytime you want, assuming your home country is visa expemt.
