There is also the guide specific to the country your spouse is from. I think it is still applicable whether the application is inland or outland.

All inland applications are processed in Canada and should follow the inland rules and checklists. The outland country specific rules do not apply to inland applications (though there may be special rules for dependents living outside Canada as well that are specific to the foreign visa office handling the dependent's paperwork.)

The outland office specific ones? Yes. The forms and checklists are a bit different between Inland and Outland. Not a LOT different, but different enough to be noticeable.

With that said, there are variations in how they process things (notably dependents not inside Canada) that are country specific.

Yes, the country guides are specific to those visa offices. When applying inland, just follow the instructions for inland.

This is your PPR - average wait times after they receive your passport copy are about a month, but it could be 10 days to two months, or even longer (but it's usually faster if you send them scanned copies of your passport). That's probably an unsatisfying answer, but that's the process.

Ya we sent scanned copies just needed a time frame and your answer is what I need I know we still have to wait but it's just nice to know there is a light at the end of the tunnel thank you for your response

First I would order your GCMS notes. They may tell you if there is anything holding up your application. Based on what I find there would determine whether I contact my MP or not.

Islamabad is a slow office. But you are coming up on 2 years (24 months) which is certainly time for them to be examining her file. As someone else suggested, order GCMS notes (it can be done online and ordering notes on her behalf will cost you $5).

She can certainly apply for a TRV but in general CIC often refuses such applications. If they do refuse her a TRV, you could certainly request a temporary resident permit (TRP) to overcome their finding of inadmissibility (an additional $200 fee and you have to explain why they should grant this discretionary permit). There is a section in OP 20 "Temporary Resident Permits" that covers this case - Section 5.20 "Early Admission". But TRPs can require 6+ months to process, by which time they may actually have completed processing of her file.

What do you suggest to apply inland or outland? if outland, how many months do you expect it takes to receive the PR?

Does your wife have a TRV? She would need to be physically present in Canada to apply Inland.

Beirut is posted as 19 months processing time for an Outland application.
