Spousal sponsorship with spouse living in other country. Help PLs!!!!!!!

I have read thru the forum and found some really useful information......thank you to all who have shared their experience and knowledge!
However I need to know please what happens if the person being sponsored is living in a country other than that of his nationality. What are the requirements that needs to be meet.
My husband is living in a country where he is not a citizen. Can his papers be processed in that country or would his file be transfered to the VO office for his country of Nationality?

Only if he was ADMITTED to that country for a year on his initial entry. Otherwise, his country of nationality.

Does his visa still have to be valid till a decision is made on his case by the Canadian consulate or will they still process even if the visa expire?
