to be precise not proof of relationship, it was proof of communication
Communication, proof: (photos, letters, E-mails, phone bills), between you and your sponsor Please submit evidence of communication between you and your sponsor since his return to Canada. Please ensure the evidence clearly shows the communication is between you and your sponsor. pre arrival letter means you passed genuine relationship test (eligibility) and next step is wait for security check if still not done and final double check before issue PPR. can take 1-6 months depending on VO country.

that was exactly my understanding. However, I didn't receive pre-arrival yet but as per an update from my MP, BGC check is in process.

According to the letter, The VO was not convinced that our marriage is real and that my partner doesn’t reside in Canada, the VO thinks we just got married to gain entry... so he/she requested to additional Documents to prove that our marriage is genuine and documents to prove that my spouse resides in Canada and is a permanently resident
