Why would she need FBI clearance? is she declaring herself as US resident in the forms? the resident obligation lies on those who live more than six months in a country no matter whatever their nationality is. As you have mentioned your wife has lived less than six months in US, therefore no need to write US address or to get the FBI clearance. FBI Clearernce: If your residence period in the US has been 6 months or longer the since the age of 18, provide an orignal FBI clearernce certificate.
But on cic website it says if you applied for a permanent resident case you need to submit FBI clearernce.

I am the sponsor and have been living with my wife in Karachi, Pakistan since 2006. We applied in first week of Aug 2014, submitted updated IMM1344 form in Sep, thus the CIC considered application as complete since Sep 10, 2014. My wife had her re-med on May 28, 2015, case went in process on Aug 10, 2015, then a big silence until yesterday we received another re-med request.ahs said:Hello people...
Can someone pls share their experience for cases where the sponsors were living outside Canada throughout the application was in process?
We applied in sept 2014 and my husband (sponsor) is living in karachi with me up untill today. The ecas shows us status in process. The last conversation we had with cic was in July 15 when they requested us for additional docs, since then we haven't heard anything back from them. I hope things are going in the right direction.

So we could get decision made next week but I think it will be most likely by the end of October, after they finish March cases and some remaining 2014 cases.
But hopefully sooner!
