This is not a bad sign, actually your wait starts from now for decision made for principal applicant. Which could be about 6 months.
There are two stages of Process, 1st on is Sponsor Approval and 2nd one is Applicant Approval. Your Sponsor Approval is done (Decision Made) and Applicant Approval is in process. So, wait for the response from the LVO. I wish you will get the good news soon.
Your guess is somewhat correct as there is a delay of 4 months due to COVID-19, he is October 2019 applicant and I think he will not get PPR before January or February 2021. But I wish he may get it early

Takes 5 months after "application recived on ecas". So he should get ppr by December
Can you confirm in your PPR, that:
Is the CHC still using VFS Offices for passport/visa stamping or is the passport courier directly to CHC-Islamabad ??

"We started processing" is aor2. And they have opened your file. Congrats! Even if u get a email u go by the date which was updated on ecas since that gets updated by the visa officer right away when there is a update on your file. No need to worry
