yeah but they've started sending new files to other VO's to prevent LVO from forming another backlog. there was a member (HRK) who got an SA letter saying their file was sent to Ottawa, and i know of at least two members who had their files sent to Islamabad. i thought they were typos, but kashif says his wife called them up and got confirmation that their file really is in Islamabad.
kashif's case in my opinion has a couple of red flags, so perhaps Mississauga anticipated an interview and sent his case to Islamabad which is where interviews for Pakistani applicants are held. if they really are lining him up for an interview, then having his file already at Islamabad may speed things up for him.
